Stand-Up E-Scooters

Entry commuter · long-range commuter · performance · rental fleet

A stand-up e-scooter is a two-wheel deck scooter with handlebars, a hub motor and a battery in the deck, ridden standing. It has no federal class in the US: each state and city sets its own speed cap, age limit and sidewalk rule, and in Europe each country sets its own limit, 20 km/h in Germany and 25 km/h in France.

What a stand-up e-scooter is

A Deck, a Bar and a Hub Motor

A stand-up e-scooter is the smallest vehicle on the light electric ladder: a narrow deck, small wheels, a folding stem and a hub motor. It covers short trips of a few miles and folds to carry onto a train or into an office.

Two markets share the same hardware. Private scooters are sold by Segway-Ninebot, Xiaomi, NIU and Apollo; most are designed and built in China, and Segway-Ninebot in Changzhou built the early Xiaomi scooters. Rental fleets run by Lime, Bird and Dott put thousands of shared scooters on city streets, unlocked and paid for through an app.

The fleet business has consolidated. Bird filed for bankruptcy in December 2023 and its assets were bought by Third Lane Mobility; Tier and Dott merged in 2024 and operate as Dott; Lime listed on Nasdaq in July 2026.

Drive and equipment

Hub Motors, Deck Batteries and Fleet Software

Every stand-up scooter uses a hub motor, in the rear wheel on most commuters and in both wheels on dual-motor performance models. The battery sits in the deck, which keeps weight low but limits capacity, so range depends heavily on rider weight, speed and temperature.

Rental scooters are built for abuse and fleet operation: heavier frames, solid or puncture-resistant tires, swappable batteries so crews can change packs on the street, and connected controllers that cap speed by zone. Operators use geofencing to slow scooters in crowded areas and stop rides in no-ride zones. See Batteries & Safety.

Rules and standards

Cities Set the Speed, Age and Sidewalk Rules

The US has no federal scooter class. States set the base rules, often a 15 or 20 mph cap and a minimum rider age, and cities add permits, parking rules and sidewalk bans for rental fleets. Most large US cities that permit rental scooters ban riding on sidewalks, and operators enforce it with geofencing and, in some cities, sidewalk-detection sensors. New York City requires UL 2272 certification for scooters sold or rented in the city.

Europe sets rules country by country. Germany's eKFV caps scooters at 20 km/h, sets a minimum age of 14, bans sidewalks and requires an insurance plate. France caps them at 25 km/h and set a minimum age of 14 in 2023. Paris banned rental scooters in September 2023 after a public vote. In the UK, private scooters remain illegal on public roads, and only government rental trials are legal. See global laws.
