Wisconsin Electric Bike Laws

Three-class law · State parks: Class 1 and 3 on listed trails

2019 Wisconsin Act 34 (Assembly Bill 132) created the three-class system in Wis. Stat. 340.01(15ph), with a 750 W motor limit. A compliant e-bike has the rights and duties of a bicycle and needs no license, registration, title or insurance. No one under 16 may operate a Class 3 e-bike; a younger rider may be a passenger on one built for passengers.

City rules

What Cities and Counties Can Change

Parks and trails

State Parks, Federal Lands and Rail Trails in Wisconsin

The Wisconsin Department of Natural Resources allows Class 1 and Class 3 e-bikes on listed state trails with a 15 mph limit, and e-bikes with the motor off on all bicycle trails. Its table opens some off-road and mountain bike trails (for example Blue Mound and Peninsula state parks) and closes others (Kettle Moraine State Forest, Hartman Creek State Park). Class 2 is not listed as allowed.
