Oregon Electric Bike Laws

Three-class law · State parks: Where bicycles allowed

House Bill 4103 (2024) adopted the three-class system in ORS 801.258, operative January 1, 2025, and dropped the old 1,000 W limit. E-bike riders must be 16 or older, with no minimum age inside a bicycle safety program for Class 1 and 2. HB 4007 (2026) lowers the Class 1 age to 14, which news reports place at January 1, 2027, requires helmets for all riders under 16, bans sale of impostor e-bikes, and creates a powered micromobility device category.
