New York Electric Bike Laws

Three-class law · State parks: Class 1-2 on paved trails; Class 1 on natural trails

New York adopted the three-class system in the state budget enacted in April 2020, which also legalized e-scooters. Class 1 and 2 e-bikes are limited to 20 mph; Class 3 (25 mph) is legal only in cities of one million or more, which means New York City. No one under 16 may operate an e-bike.
