New Jersey Electric Bike Laws

Three classes, modified · State parks: Class 1-2 on improved multi-use trails

P.L.2025, c.285 (S4834/A6235), signed January 19, 2026, replaced the 2019 low-speed e-bike rules: a pedal-assist bike that stops at 20 mph is a low-speed electric bicycle, and a throttle bike or one assisting up to 28 mph is a motorized bicycle. Every e-bike must be registered with the Motor Vehicle Commission and its rider must hold a driver license or moped license; motorized bicycles also need liability insurance. No one under 15 may ride any e-bike, and the six-month grace period ended July 19, 2026.

Parks and trails

State Parks, Federal Lands and Rail Trails in New Jersey

The New Jersey Department of Environmental Protection allows Class 1 and 2 e-bikes on improved, hard-surface multi-use trails in state parks and forests; natural-surface trails stay closed unless the land manager allows them. The policy predates the 2026 law, so it still uses class labels.
