What Cities and Counties Can Change

After notice and a public hearing, a municipality or state agency may ban Class 1 or 2 e-bikes from a path for safety reasons; it may ban Class 3 from a path outright, and may regulate natural-surface trails. Kansas City adopted Ordinance 260508 in 2026, requiring helmets under 18, treating e-motos as motorcycles and setting a 20 mph limit on bike lanes and cycle tracks.
